Preheat oven to 350 degrees F
Put the apples in an 8x8 pan. Combine the granulated sugar, 1/2 tablespoon flour, and cinnamon together. 
Sprinkle the mixture over the apples. 
Pour the water over the mixture-covered apples. 
Mix together the oats, melted butter, remaining flour, brown sugar, baking powder, baking soda. 
Use the oat mixture to cover the apple mixture. Spread evenly. 
Bake at 350 degree F for about 30 minutes, or until the crust is golden brown and the apples are soft. 
Cool for 10 minutes and serve with vanilla ice cream.
