Heat the oil in a large skillet over medium-high heat. Add the shallots; cook 5 min., stirring occasionally or until evenly browned. Cook covered over medium-low heat, stirring occasionally, for 7 min. or until crisp-tender.
Add peppers and garlic; cook 3 min., stirring occasionally. Remove from heat.
Blend mayonnaise, lemon and 1 cup cilantro in blender until smooth. Chop remaining cilantro. Mix the shallots and peppers with half the mayonnaise mixture; put them in a serving dish. Top them with the remaining mayonnaise mixture, Parmesan cheese and chopped cilantro.
