1. Preheat the oven to 350 degrees Fahrenheit.
2. In a large bowl, combine eggs, milk and cream. Whisk until uniform. Add the cheese, corn, chiles, salt, pepper and chile powder. Stir to evenly combine. Pour the mixture into the prebaked pie crust.
3. Sprinkle green onions over the top of quiche. Bake for 40-50 minutes or until the filling is puffed, set and starting to brown. Cool before serving.
