1. Whisk together evaporated skim milk, milk, chocolate liqueur and peppermint schnapps in a slow cooker.
2. Add dark chocolate chips. Cover and cook on low for 2 to 3 hours, stirring occasionally.
3. Ladle into mugs.
Optional: Garnish with whipped topping and candy canes, if desired.
